IT Planning Function
The University is required by state law to create an annual State IT Plan. To facilitate this process, the State CIO's Office has developed and made available (via the Internet) an IT Planning web site. Access to the planning format requires a unique State provided password. Each area's password is available to a dean or department head via the USC CIO Office. Each area of the University is required to annually prepare and submit separate descriptions and costs (applications) for IT purchases, in coming year(s), to the University's CIO Office. To qualify for planning purposes, an application must have a purchase value of $ 50,000 or over a year; or a cumulative value over a five year period that exceeds $ 50,000. When all applications are combined they form the University's IT Plan. All IT related applications should be placed on an area's formal IT Plan. However, provision is made for applications to be made at a later date using an addendum or an "Off the IT Plan" application. When all applications in an area have been completed, they comprise that area's Annual IT Plan. Each area's plan is to be submitted to the University's CIO office for review, comment and/or approval. When approved, the plan is forwarded by the USC CIO to the Budget and Control Board for their review, approval or deferral (request for additional information). All IT related purchases of $50,000 or more require formal State approval to proceed. USC Purchasing will not process an IT related purchase requisition without formal State IT approval.
